Telford, West Midlands (England), TF3 4LRAbout the jobJob summaryAs the Senior Appraisal and Strategy Economist (Economic Advisor) for HM Land Registry, this is an exciting opportunity for an experienced, self-starting analyst who is able to manage senior stakeholders, apply economic thinking to a wide range of issues and contribute to a cultural change in the way HM Land Registry (HMLR) make decisions.
Reporting directly to the Chief Economist, you will be responsible for leading and delivering economic analysis for major business cases and leading on strands of economic thinking to inform HMLR's strategic decisions.
You will join a multidisciplinary team (SAFE Strategic Analysis Forecasting & Evaluation), a dynamic, fun and impactful team, composed of modellers, social researchers and economists as well as market insight experts.
The team is located in different offices in England and Wales, and you could choose any of the HM Land Registrys 14 offices as your base.
We sit at the centre of HM Land Registry and we help to shape our most strategically important decisions.
As the post holder you will be responsible for leading strands of economic thinking to inform HM Land Registrys multiyear strategy https:

The Land Registry is also setting up its vision on how to best deliver on its new challenges and the successful candidate will be pivotal in supporting decision by creating the necessary evidence-base and use their influence to continue the cultural change that the Chief Analyst has been taking forward in the last years.
Job descriptionThis is a very exciting time to be joining HM Land Registry.
The analytical community enters its third year and it continues to grow and establish itself:
you will help to shape the way evidence is used in the organisation, how the analytical community influences policy and investment decisions, and how HM Land Registry positions itself as an indispensable part of the Governments approach to delivering Levelling up, Net Zero and Economic Growth.
You will lead on the economic work for major business cases and supporting decisions for high priority investments, you will support in developing a clear strategic narrative setting out HMLRs position in the economy and the impacts of its activities, identify key evidence gaps, and put in place strategies to address them.
You will be the analytical lead for programmes in HMLR, demonstrating analytical leadership and employing innovative analytical techniques to address policy, operational and strategic issues.
You will conduct internal economic research and manage research from external contractors, while working with key stakeholders to acquire information to inform our evidence bases and to disseminate analysis.
You will work in an environment in which Operational Researchers, Macroeconomic Forecasters and Social Researchers work closely with Economists to provide a joint high-quality service to our internal stakeholders.
You will be responsible for upholding high standards for the economic community and increasing its profile within HM Land Registry.
Government Economic Service members are supported to achieve 100 hours of continuous professional development per year, 50 hours of technical training and 50 hours of broader training.

Person specificationThe successful candidate will lead with confidence to ensure evidence-based decision making in HM Land Registry.
They will have experience in using evidence and cost benefits analysis to support and defend major policy and spending decisions.
You will be able to rapidly develop your independence and will be effective in managing senior stakeholders, applying economic thinking to a wide range of issues, and contributing to a culture change in the way HM Land Registry makes decisions.
The post holder will be a member of the Government Economic Service (GES).
As part of the conditions to pass the probation period, any successful candidate who is not already a full member of the GES will have to successfully pass the badging panel.
